A Kubernetes cluster is straightforward to stand up and considerably harder to run in a regulated enterprise: networking, storage, identity, image supply chain, upgrade cadence, tenancy boundaries and disaster recovery all have to be answered before the first production workload lands. Those answers are what separate a platform from an installation.
